CARB Clean Truck Check Deadlines: Portal Due Dates & the 90-Day Test Window

Spotlight domain: carbcleantruckcheck.app · official: cleantruckcheck.arb.ca.gov

Adapted from the unused 2026 editorial calendar “deadlines / compliance calendar” draft and proofed against current CARB Clean Truck Check fact sheets. Agency magazine on MLB Marketing; product spotlight on the compliance-app sister domain. Not a substitute for CTC-VIS or legal advice.

If you manage one diesel or a yard full of them, the most expensive Clean Truck Check mistake is not a fail on the meter — it is missing the date that lives in the portal.

California’s Clean Truck Check (CTC) program requires subject heavy-duty vehicles to report, pay the annual compliance fee, and submit a passing emissions compliance test performed by a CARB-credentialed tester. Your vehicle’s own due dates show in CTC-VIS (Clean Truck Check Vehicle Inspection System) — not on a wall calendar guess.

What “deadline” actually means in CTC-VIS

CARB’s owner materials are consistent on the big picture:

  • Emissions compliance testing requirements took effect October 1, 2024.
  • Compliance deadlines on or after January 1, 2025 require a passing emissions compliance test as part of the demonstration (along with reporting and fees as applicable).
  • Each vehicle’s test due date and fee status are visible in CTC-VIS. Fleet accounts also receive program notification emails about upcoming items in the next 90 days — useful, but still secondary to the portal record.

Helper tools such as carbcleantruckcheck.app exist to make VIN / compliance orientation clearer for operators who are not living in CTC-VIS all day. They do not replace the official portal for fees, legal due dates, or test acceptance.

The 90-day testing window (do not test “whenever”)

This is the rule that wrecks well-meaning fleets:

Passing emissions tests may be submitted no more than 90 days prior to the vehicle’s compliance deadline.

CARB’s semi-annual compliance page states the rule plainly and gives the classic example: a vehicle with a February 1, 2025 compliance deadline may submit a passing emissions test as early as November 3, 2024 — not months earlier “just to get it done.” Testing too early is a common reason a submission does not count for the cycle you thought you closed.

Primary sources to keep bookmarked:

Three compliance layers (still true in 2026)

  1. Report the vehicle in CTC-VIS (including government and many out-of-state units that operate in California — confirm applicability in official materials).
  2. Pay the annual compliance fee when due (amounts change; never quote a fee from a blog).
  3. Test with a CARB-credentialed tester on the path that fits the unit (OBD vs non-OBD / opacity where required).

For operators who need a mobile tester for OVI smoke or OBD, corridor and specialty brands (for example mobileovitest.com) exist so the truck does not have to deadhead. Schedule inside the valid window shown in CTC-VIS.

DMV and enforcement context (plain English)

CARB’s vehicle-owner pages note that program requirements are in effect and that DMV transactions can be blocked when a vehicle is not in Clean Truck Check compliance — including situations with tests or fees due in the period leading up to a compliance deadline, or open enforcement issues. Exact holds depend on the vehicle’s portal status. Treat the portal + official FAQ as authority; use helpers and testers as tools to execute the calendar, not to invent one.

A practical weekly workflow for fleets (and content brands)

  1. Open CTC-VIS for every unit still active in California operations.
  2. Export or screenshot the next 90 days of test and fee items.
  3. Book credentialed testing only after the earliest legal date for that unit’s deadline.
  4. Use carbcleantruckcheck.app when staff need a clearer path into VIN / compliance orientation before the yard visit.
  5. File pass results and re-check portal status before registration renewals.

That workflow is also what industry backlinks reward: clear, citable explainers that point at CARB.gov first and a focused product second.
